Assistant Chief Tina Laguna has been employed with the Manassas City Police Department for twenty-eight (28) years. She began her career as a Dispatcher, and four years later, she was re-hired as a Police Officer. Assistant Chief Laguna has served in many capacities, including Officer, Detective, Sergeant, and Lieutenant.

Laguna was promoted to Assistant Chief of Police, becoming the first woman and first person of color to achieve this rank. In this capacity, Assistant Chief Laguna’s assignments have included Budgeting, Strategic Planning, Recruitment & Hiring,  Patrol & Traffic Services,  Training, Special Operations, and Investigative Services.

Assistant Chief Laguna has a Master’s Degree in Public Administration from George Mason University and a graduate certificate in Management and Leadership from Liberty University. Assistant Chief Laguna is also a graduate of the Professional Executive Leadership School (PELS) from the University of Richmond, Robins School of Business, and the F.B.I. National Academy, Session 242.

Passionate about community engagement, Assistant Chief Laguna has served her community through volunteer work and active board participation. She has been an instructor, panelist, and presenter for several police academies, organizations, and businesses. She is a past President of the Manassas City Police Association, the Immediate Past Chair for Leadership Prince William, and is currently the 2nd Vice President of the Manassas City Police Association and Charitable Foundation.

Assistant Chief Laguna has been a National Organization of Black Law Enforcement Executives (NOBLE) member since 2014. She is active in the Northern Virginia Chapter, where she served as the Recording Secretary for seven (7) years. She is a Law and Your Community instructor and currently serves as the chapter’s Golf Committee Chair. In July 2020, Assistant Chief Laguna became the Treasurer for the NOBLE National Board.

Assistant Chief Laguna is bilingual, speaking English & Spanish. She is happily married to her best friend, Juan, and has two step-children, Adriana and Quinton.
