The next Jail Administrator must be able to formulate strategies and procedures in a complex, multi-faceted environment to equitably, safely, and fairly serve detainees, lead staff, and continue to work with the public in partnerships and effective community relations. The Jail Administrator is appointed by, reports to and serves at the pleasure of the Sheriff.

Organization Overview:
In North Carolina, each county has a Sheriff elected by the voters in that county. The Office of the Sheriff is a constitutional office which, in addition to the law enforcement functions, has been given the care and custody of the county jail.

The Durham County Sheriff’s Office oversees patrol units, a team of criminal investigators, operates the Durham County Detention Facility, provides courthouse security, delivers warrants, and numerous civil documents with over 489 staff and a budget of $38.4M.

The Sheriff’s budget is set by the Durham County Board of Commissioners. The Durham County Commissioners are a five-member board and the County operates under a Board/Manager form of government. The County has 27 departments employing about 2182 FTE employees.

Department and Position Overview:
The Jail Administrator oversees the Durham County Detention Facility by leading, planning, organizing, and directing a staff of 231 employees with a budget of $15.9M, and is responsible for the integration of complex services including inmate housing and supervision, intake/release, criminal magistrates, jail administration, central control, medical, programs, staff facilities, food service, laundry and facility maintenance. In 2020, over 6035 arrestees were processed at the facility which has the capacity for 736 inmates. Further, the Durham County Detention Facility offers educational and vocational programs. Qualified detainees can participate in work detail, therapeutic, and self-improvement activities. These programs represent the Sheriff’s Office’s commitment to providing constructive activities during incarceration and as well as reducing recidivism. Qualifications:
Requires either a bachelor’s degree in criminology, psychology, criminal justice, political science or related field or equivalent combination of education, training and experience that provides the required knowledge, skills and abilities and extensive experience in law enforcement or detention services with five years of progressive management and executive-level leadership experience.

Salary and Benefits: The hiring range is $95,000 to $125,000. Compensation depends on qualifications. The selected candidate will be required to obtain and maintain a valid North Carolina driver’s license. There is a residency requirement to relocate within 35 miles to the Durham County Sheriff’s Office within 12 months of employment. In addition to a take-home vehicle, excellent benefits are offered.
