The Chief of Police and Director of Public Safety is responsible for managing the department and providing leadership in the development and implementation of a comprehensive safety program to support the University’s mission, vision, and strategic goals. The Chief/Director will interact with USM public safety officials and external groups to provide a safe and secure campus environment. The Chief/Director must understand community policing and public safety issues encountered in an urban setting. This position reports to the Vice President for Administration and Finance.
Develop and maintain protocols for a staff and department that provides 24-hour, 7-day, year around coverage for the campus community, including supervision, performance evaluations, discipline, and staffing;
Ensures that the Police Department and Department of Public Safety is staffed with competent personnel. Defines and delegates areas of responsibility and accountability to subordinates; and effectively communicates and delegates necessary authority for subordinates to accomplish their expected responsibilities;
Establish and maintain training standards for staff, that ensures ongoing education, professional development, and certification of all personnel, as appropriate;
Formulates and implements effective procedures and practices for directing and operating the Police Department and Department of Public Safety functions and ensures their proper application mainly through the issuance of department rules and regulations and policy statements;
Provide timely communication to the campus community on safety, security and operational concerns or related items;
Effectively identify, and provide information on legislative trends, laws, and regulatory issues pertinent to public safety in the higher education environment;
Evaluate policies and procedures to ensure compliance with Federal, State, and Local requirements relating to public safety, homeland security, and emergency management functions;
Responsible for compliance with the Clery Act and related annual reporting;
Develop and manage the departmental budget;
Maintain a working collaborative relationship with the Baltimore City Police Department and other law enforcement agencies;
Promotes and sustains a cooperative working relationship between the Police Department and Department of Public Safety, other university departments, and appropriate community groups to ensure the most effective functioning of the department;
Serve in an on-call capacity to ensure emergencies are adequately addressed, and where appropriate serve as incident commander and/or liaison with other law enforcement agencies;
Develop, revise, and enhance crisis management, enterprise risk management and emergency response policies and procedures as necessary;
Manage employees under the guidelines of the current collective bargaining agreement and serve as a member of the university’s collective bargaining team in negotiations with the local chapter of The Fraternal Order of Police;
Performs other duties and responsibilities as directed or assigned by the Vice President for Administration and Finance or other University Officials;
Bachelor’s degree from an accredited university in criminal justice, public administration, or a related field;
Master’s degree and experience in higher education is preferred.
8-10 years of supervisory and administrative experience in law enforcement, security, criminal justice, or related field;
Experience in a union environment is a plus.
Knowledge, Skills, and Abilities:
Have an appreciation for the role of public safety within an urban higher education environment.
Demonstrated experience working successfully within and across a diverse constituency group that includes residential and commuter students, faculty, and staff.
Effective organizational and planning skills, ability to organize, plan and execute multiple continuing assignments with minimal instruction or review.
Exceptional oral and written communication skills and an enthusiasm for working with people.
