General Statement of Duties:

Assists the Chief of Police in planning and directing the activities of the Police Division in the enforcement of laws and ordinances, the prevention of crime and the protection of life and property in the specific role of Chief of Staff; does related work as required.

Essential Duties:
The County of Henrico Police Division is seeking an excellent candidate to fulfill the role of Chief of Staff with the following duties:
• Manage the day to day staffing needs of the agency;
• Ensure overall adequate staffing in various divisions;
• Review vacancies in divisions to prioritize needs;
• Ensure policing resources are adequate for HPD;
• Oversee light duty/sick personnel and establish areas for administrative assignments;
• Oversee Personnel and Training, including establish recruitment strategizes to diversify the division and establish a strategy to provide equity in transfers and movement within the division;
• Oversee Professional Standards, including meet regularly with members of the unit and review investigations and provide guidance as needed to the unit on specific investigations/complaints;
• Oversee Disciplinary Review Officer (DRO), including establish equity protocols in how discipline is determined on specific incidents and ensure the DRO and Professional Standards are working collaboratively to make proper decisions on cases;
• Oversee Public Information Office (PIO), including ensure information is being disseminated appropriately both interagency and to the public/media and establish strategies to improve information dissemination to our residents;
• Oversee the Henrico Police Division Promotional Process, including work with HR to revise the current promotional process, lead the entire process from inception to conclusion each time the promotional process is held and ensure proper personnel are involved to assist in this project;
• Oversee special projects of high importance as determined by the Chief of Police;
• Manages deadlines for projects and ensures they are being met;
• Act as liaison for staff, business and community partners, other department heads, and CAO;
• Assist Chief of Police with internal communication, meeting with department leaders and attending to staff needs, ensuring any employee relations issues are resolved;
• Work to improve existing processes for maximum clarity, efficiency, and success;
• Attend community and/or executive meetings and deliver progress reports to Chief;
• Stand in for the Chief of Police in his/her absence;
• Perform related duties as assigned and/or needed.

Preferred requirements and qualifications for the Chief of Staff include:
• Excellent oral and written communication skills;

• Able to successfully organize, lead and direct large teams of people;
• Excellent time management and multi-tasking skills;

• Proven creative thinker with strong business acuity;
• Highly experienced with project coordinating and management;
• Self-motivated and self-sufficient;
• Bachelor’s degree in Business Management or related field plus eight (8) years of experience in a police management/leadership role.

Minimum Qualifications:
Four (4) year degree in law enforcement or other relevant field and fifteen (15) years of police experience, including three (3) years in a supervisory position of Police Major or above; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Information:
-This is a sworn position and requires the candidate be a current sworn police officer in the Commonwealth of Virginia.
-The successful candidate must be a citizen of the United States and must have a valid driver’s license.
-A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee. This position will also require a complete background investigation conducted by the Police Division Personnel Unit.
